Test pipe or Free flow cat?

I am considering the next possible step in exhaust mods..Being in a state with emission regs, I am wondering how much difference there is between a test pipe (like the one RRM offers) and a free flow cat...I have the injen cai and catback system. I would love to stick on some headers but for now the 2nd cat is an easy target...anyone have a high flow cat installed? if so how do you like it?

I'm in Cali, big emissions state. I have test pipe. I kept real cat for emissions. Easy to put it back for a test. Like it a lot and can't beat the price!!

Emissions

Hey guys.
In Cali, even though we don't have to smog for a few years. Do you think its enough with the first cat installed to pass emmissions. I think the second cat make the car ULEV. So wouldn't one cat be enought for passing. Just a thought. What do you think?
RRM Test Pipe (Don't have it yet but think it rocks )
