Engine will NOT crank

I blew my engine 6 months ago, and got a new one shipped here and thrown in without too many problems. Except when I cranked the new engine over, the bellhousing shattered. So after replacing that and a shift linkage cable, I now have the new engine in and everything hooked back up, but the engine will not turn over. It won't even crank. I also know that the shift linkage is not working properly because it will not come out of park except when I manually release it, and then it will not go back into park. I'm really running out of options and ideas here and could really use some help. I'll try to answer questions to the best of my ability for clarity. Thanks.

Did you try hand turning your new engine's crank before installing it in? Is it a brand new engine or one from a scrapyard?

Yeah. It turned fine before I connected it to the torque converter/tranny. I haven't been able to turn it since. It's from a lancer that was in an accident.

your starter won't do anything unless the transmission range switch is in park, or neutral (electrically, AND mechanically)...I would double check that...

How can I check it mechanically? The lever that attaches to the neutral switch is in neutral but how can I know if the it's in neutral inside the trans?
