If the TB is anything like the 2008+ Lancer it's pretty simple stuff.
Easiest is to remove the black TPS cover with 4 screws and rove the idler gear between the butterfly and the DC motor
Once that is out you can move the butterfly buy hand with the half gear now exposed.
You can wind the gear back so the butterfly is closed and adjust the BISS screw from there.
Once it is adjusted so the butterfly is closed with out sticking , drop the idler gear back on , put the TPS cover and 4 screws back in.
Try it.
If the car has a spit
Leave the negative lead off the battery for about half hour.
While it's off
Turn the lights on to drain residual current.
Then lights off before reconnect battery.

All good to roll

I'm pretty I didn't understand what you meant, but the TB is quite different from 08+ Lancers. The TB i have are almost the same as 2g DSM TBs. I bought a clone Tactrix open port 2.0 and hopefully evoscan actuator works.

P.S sorry for my English.

With the Tactrix cable, you can read the IACV trims and adjust it properly. You are on the right track.
