System pressure questions (Intake and exhaust)

I'm not expecting to have all my questions perfectly answered from this because I understand it is very involved. However, input from those with knowledge (both mechanically and scientifically) on the subject are appreciated. I also think many others will be interested in this as well. What got me thinking about it was the thread on backpressure, which is very good and has lots of useful information. My question is despite knowing how everything works (via physics and oh-so-useful chemistry) where in the hell would one even go to find someone or the necessary equipment to make the measurements like that on your car? I'm very steadfast in not making mechanical upgrades to my car until I know what the ups and downs are (including risk of f'ing it up). So, anyone with lots of experience on this matter: What is a good ratio to use for incoming air mass to exhaust size? Theoretically if you have a massive IM/TB with bored cylinders/port n polish (think excessively to better understand where I'm going with this) you would want a larger exhaust system comparatively if you wanted to keep your same HP/torque ratio. If I'm all sorts of wrong on this I apologize but I plan on upgrading my whole line at the same time (IM/TB/header/exhaust) so if there is some sort of ratio or rule of thumb I could go by to make sure it is as efficient as possible that'd be great. (As much as I like to experiment I simply don't have that kind of money in this context )

P.S. For my applications I want about equal HP/torque curves, more torque than hp if necessary.

Good question..I'd like a thorough response too.
I do know that as I have modified my car, I've increased the HP numbers, but I'm really thinking my TQ numbers suck. I can tell because uphill pull isn't that great.
I have an exhaust, header, intake and cam. Sounds like without the TB/IM (intake side of things) you lose out on TQ gains like I have.
Wish I wasn't thoroughly broke.
