Does anyone know of any good places in the Northeast or even any outwest if I have to send it out?
you cannot bore out teh 4g94. the 4g94 is a bored out 4g93(mirage 1.8L motor) and already has thinner walls so boring it out more wouldnt be smart idea. the only US rpw dealer i know of is www.visionimports.com in orlando.

Extremely good advice. I think 9 out of 10 people on this board that use NOS on a Lancer end up replacing their engine.

Well since I cannot bored out my engine do you have any ideas on what I should do motor wise because If I get the stage 3 turbo from Racing Performance Works I have the feeling I might blow up my engine.

forged pistons (but don't change compression if you're going turbo), bored throttle body and intake manifold, headers if you aren't worried about smog, catback exhaust, maybe a test pipe or high flow cat, get the ECU tuned. Anybody know if getting larger valves would help? And I'm sure Hobiekopek has tons more ideas, since he's actually done it.

Any other Ideas for pistons, cams, and anything else I might need to handle a turbo would also be helpful. I have had my lancer since January and I cant stand not having any power. Im trying to obtain as much information as I can to build myself one fast lancer Es. Any suggestions would be helpful.

go here: https://www.evolutionm.net/forums/search.php

treat it like a normal search engine like yahoo. when you do your research, you will know who is more reliable, but many times, reliability in vendors/dealers is subjective and varies.
