Cold air intake is a complete cold air intakte. It is made for manual transmissions because there is room for the piping and can reach colder air. Short ram is for autos because there is no room to run the pipes down lower in the engine bay. There not much performance difference between the two. Some say short ram gives you better throttle response. But I have that same intake on my car and I love it.
on an evo I have only seen short ram,
plus if it is a full one that goes down by ground it will pick up a ton of dirt and crap on the ground as you fly by plus if you go in a huge puddle you are only a breather valve away from water in the engine

All true. The only reason people go for cold air is because it supposably breathes in colder air giving you more power, but you can't tell the difference, especially on a Lancer. And you have to clean it more because ^^^ this is true, closer to the ground means closer to dirt and water, meaning much more maintenance and cleaning. Also, my buddy with an RSX with a cold air hit something with the front bumper and thats where the filter is and it really jacked up his filter.

No, it just means that if you wanted a cold air intake, you do have the room to fit one, but you won't be gaining anything, but loosing a bit of money and maybe some throttle response. I'd say leave it.
