Question Gas pedal restrictor thing

Last night I was taking my dash and console out to install my new shift boot (which turned out pretty nice) and I noticed a black round plastic piece that was on a screw under the gas pedal. Has anyone else noticed this? Im not sure if it prevents you from flooring it all the way or not, but I took it out anyways. My car felt a little faster, but than again it was probally just me.

According to my SAFC (with rubber stopper still there) I'm hitting 100% throttle just fine. I'd worry about the throttle cable snapping if you floor it too hard without the stopper there.
