Unfortunetly up here in pa you need all your documents in order...
Meaning to get it inspected you need a current insurance card ,registration and plates along with a pa liscence ...the information gets shot right to harrisburg dmv with the vin that way you cant fake a sticker up here ..I do pa inspections everyday and fully certified ...anyone that will pass you without it will likely not be in buisness long..lol
The main pia is unless you go to harrisburg your stuck dealing with a notary , so add in plates reg etc..+ notary fee's depending on location it was $100 when i did my lancer +60 for insurance + 75 for a complete safety and emissions test Im not allowed to do my own

a full inspection will be completed unless the car is insured and registered. so i'd suggest doing that first. from there, you can order an inspection in your area first, then transfer the vehicle, or transfer the vehicle then get a mobile inspection. it's up to you. there are a few companies that offer professional mobile car inspections. just do a google search for "used car inspections" and check out the sponsored links. i personally would suggest aim mobile inspections since they did a great job with my boyfriend's tC. hope that helps! good luck!
