Bought a auction lancer and car is pulling up u0100 p1590 u0101 p0638 need help

Bought a auction lancer and car is pulling up u0100 p1590 u0101 p0638 need help
Im not sure if its wiring or what but
the codes all mean
u0100 - Lost Communication With ECM/PCM "A"
P1590 - TCM to ECM communication error in torque reduction request
u0101 - Lost Communication with TCM
P0638 - Throttle Actuator Control Range/Performance
It was missing a relay for the throttle actuator control soo im ordering that but thats all i can see that could be a possible cause.
Im going to program the keys tomorrow at the dealership and wondering if the car would even start up ???
also would the dealership check whats wrong for free since the car is under 30k ??
