Changing GaugePanel
I took the Guage panel off my ES for a while while i installed a bezel and when i plugged everything back in i got the same thing (tach didn't work)
Just wait for a while and it will continue to work( at least mine did). took about two days.

hmmm, dats odd, I didn't experience nothing like that when I swapped my ES gauge for an OZ one. The problem with mine was the temp. gauge, it wasn't working at all, but about a day or two it started working.
Had to fix my fuel gauge as well too, but wasn't too hard.

"Sorry to hear that your needles are messed up. Why did you remove and then
replace your needles? Just curious.
Okay, did you mark any of the needles' position before you removed them? You
know what, instead, I'll just assumed you just took them off and put them on
without any attempt of marking the original position, that way you have the
instructions for worst case scenario.
There is a way to fix all 4 needles, but it's a pain and takes some time.
This is why you obviously want to mark them the way I describe in my
installation instructions.
To fix the Tach, Temp and Fuel Gauges:
1. Remove the cluster's clear plastic cover so you have access to the
needles.
2. Remove the needles.
3. Now, plug the cluster into the car again and start the car.
4. Let the car warm up. Depending on where you live, the time required to
get warm will vary, but ~15 minutes is good. Allowing the car to warm lets
the needles/gauges sit at a position you know. For example, the car should
be idling at about 600-700 RPM when warm with no accessories on. Or the temp
gauge should now be at where it always is/was when the car is warm.
5. Now, carefully, CAREFULLY! Slide the Tachometer needle onto the Tach
gauge needle shaft at about the 600-700 RPM spot being very CAREFUL not to
rotate, bend or twist it on the shaft. When pressing it on, be sure not to
push it so far that it hits the gauge face and can no longer rotate freely.
6. Now onto the Temp needle. Do the same thing you did for the tach,
positioning the needle to where it was when the car is warm.
7. Now the fuel needle is easiest to fix when you have a full tank of gas -
for the obvious reason that if the tank is full, the needle points a little
above the F. Repeat the same procedure as you did with the Tach and Temp
needles.
Speedometer
Now, this one is tricky. I've been fortunate to never have messed up my
speedo needle, but here is basically the only way to fix it. You need to
have a buddy with another car help you out with this. Find some long road
with a set speed. The slower/lower the speed, the less risk/more safe it
will be. Have your buddy drive their car in front and you follow. Have them
set cruise control to a speed you've decided on like 25 MPH or something.
Now when you are pacing him (going the same speed) set your cruise control
and gently, CAREFULLY position and place the speedometer needle on the speed
you are traveling. This will get you pretty close. It obviously assumes that
your friend's car is calibrated good.
Anyway, those are the ways to correct the needles assuming worst case
scenario. I hope they help you out. Let me know if you have any other
questions.

wow, someone who doesn't know what they're talking about at all. The entire guage clusters are swappable between any lancer model (even Evo). Doesn't require taking the cluster apart at all
he's talkin about how to fix the needles, because the one who started the thread is claiming his tach gauge isn't working, so it has nothing to do with swapping different clusters from different lancer models.
