Can the lancer change into a brightest bulb?

Can I do that for the headlamp? I don't really know how HID works.

HID isn't a "really bright bulb" - it's a whole different headlight system. You'd need the HID ballasts and you'd need someone who knows what they're doing to wire them in to bypass the Daytime Running Lights. This is the kinda thing were going by the nature of your question, I'd say you should avoid HID.

Get a really bright normal headlight bulb - Hella, PIAA and Sylvania Silverstar are good examples.
