My '08 Lancer is at 67k miles and I don't believe what the service manual says. I think I'm due for a tune-up. I plan on upgrading everything that is available, better the plug, better its performance. Better the plug wires, again better its performance. I'm only looking for efficiency not horse power. Anyone have any suggestions...?

A while back I posted a how-to for the 30K service. The 60K service is pretty much the same, except it calls for changing your coolant. I haven't done that yet on a Lancer, but I've done it on a few other vehicles. It's often a bit messy, but it's not rocket science. Anyway, the 60K service is likely something you can do yourself. Just follow my instructions:

If you can't figure out how to change the coolant on your own, then pay someone to just do that.
So, as to your questions about upgrading, I don't know what you really expect to accomplish. Use the Denso IK20 Iridium plugs that I use; they work fine. The spark plug wires on this car may not be what you're thinking. Look at my write up. Even if you can find replacements, I don't believe you're going to get any efficiency/performance advantage.
Basically, if your spark plugs are worn and filters clogged, then the 60K service will likely improve your gas mileage/performance a bit. If you think you're going to do the service and put in Super Great Spark Plugs, and replace the wires with Super High Performance Spark Plug Wires, etc. and suddenly your fuel mileage improves by 5 MPG you're deluding yourself.
There are lots of ways to waste your money (Google "Turbonator" if you wish) on junk claiming to make your car more wonderful. I recommend you NOT do so.
