Like the several dozen other people that have said they would and then didn't. Honestly, you're better off keeping the Lancer as a daily only. You're talking about dumping well over $10,000 in to the car with the mods you've listed. You won't get that back when you sell. You'll still be driving a car that's close to a decade old that really won't be that fast. Personally I would do some basic mods, like change the stock grill, get the subtle lip kit from the OZ, new wheels and suspension bits and call it a day. Best to consider the Lancer like your first girlfriend, you don't spend a lot of money on her.
