Unfamiliar piece found under steering wheel

Hi all,

I own a 2002 Lancer LS. Recently I let someone drive it and they said they found this piece sitting on the floor near the gas pedal when they got in it. I'm not too familiar with cars in general so I figured this forum would be the best place to find out what it is. Also, as soon we came across this piece my "Service Engine Soon" light came on. As of now I have no problems with the car whatsoever and it's running fine. If anyone could help me out here I would greatly appreciate it.

I'm sorry if I posted this in the wrong category, I haven't posted on here before.

yup that is the stopper.... but the fact you now have a service engien soon light concerns me

you might want to get that checked, it is usually the emissions system if the cel comes on

those stoppers come on and off really easily, they are plastic and like a push nut system, really like 1 time on
