my 2 cents.
i'd buy the cold air intake and an exhaust (greddy), 2 first mandatory upgrades that no one should be without. Performance 1st, style 2nd.
now, on a stock car, it would be pointless for you to upgrade your braking system, u wont use it to its full potential, meaning that the car isn't strong enough to really benefit from it, youd be juts wasting your money (and as a student myself, i know EXACTLY how your feeling), cuz by the time you buy a turbo or alot of power in the future, youd probably have to change the discs and pads again, again, thisis a waste of money. mitsu's stock is just as good as you'll ever need on stock trim.
furthermore, if you dont need new brakes, then you definitely dont need strutbars at the moment. again, these will be a waste of time and money for you because without all the raw power, ur car will never flex enough that you require a tie bar.
i personally bought a body kit first thing when i bought the car cuz the stock lancer....is just too damn ugly to be left alone. then i got the CAI and GREDDY.
so the logical thing to do, is get the CAI, and then the exaust (if you dont have anyone of these). these are the 2 first tihngs u want.
then u can start building on ur suspension, like a strutbar and Tein adjustables, then raw power like turbo or supercharger, and THEN a brake upgrade (advisable to have it isntalled when getting turbo for extra stopping power).
personally, little cosmetics like eyelids, headlights and grills are just bonus, i can get them or not, i WOULD get them, cuz they would unuglify the car abit.
and for suspension and braking system, i would defitintely save up and invest on a quality respectable reputable brandname, cuz when ur phucking with stopping power, this is serious business, can't mess with that. if i can't afford a good brand, i wouldnt' buy a cheap brand. many say name brand dont matter, but the truth is, quality does matter, cuz in the end, who is the one behind the wheel? you! and you defintely woudlnt' want to put yourself on an unsafe product.

the Greddy Evo 1 and 2 catback doesn't sound ricey at all, sounds very lusciously luxuriousssss. i hear the magnaflow is good too, but i trust my made in Japan Trust/Greddy parts. i totally recommend them. just wish they made a turbo kit for the lancer.
brakeing has nothing to do with power... it all depends on what you wanna build your car for. Just b/c you are putting out more hp doesnt mean you brakes have to work harder to slow the car down, unless you are going faster.
Edit: and your chasis does flex, the pdx bars will make a great improvement
