There is no specific law written about neon lights on automobiles. Some cops will pull you over if they see it on on the street, some cops can careless and go back to finish their donuts 
The safest thing to do is to turn them on when you're on a private property (i.e. parking lot) because they can't give you tickets unless your on a public road. If you want to risk it, and drive with the underbody neon on, and you get a ticket for it, go to court and fight it. Chances are, you'll win, because there just isn't a specific law about neons. ALTHOUGH, if you get red or blue, and if you get caught and get a ticket, there's no way to fight it, because the citation will be for impersonation of police officers. As far as a cheap place to buy streetglow underbody kits (both blue and gold series), try http://www.nopionline.com/index.cfm?...r%20Car%20Kits

If your sitting in a parking lot with them on, they can't ticket you. If your on a side street or back road they might not bother you, but they could still be a dick and give you one anyway or get you for something else to spite ya.
Every Friday night i cruise Gratiot blvd in michigan and if i don't get tickets for neons i get a ticket for loitering.

I have a royal blue lancer with blue neons.
for yellow... they make yellow street glows.
or the "blacklight" street glows would probably look good.
