Orange spots in paint

I just bought a 2008 Lancer GTS and in the paint and on the rims and aluminum pieces on the exterior of the car it looks like rust spots in the paint. ive tried cleaning them off with soap and water but it hasnt worked. I dont want to use any chemicals for fear it may ruin the paint. any one else notice this on their vehicle? or have any idea what this might be?

I think it might be brake dust try a clay bar I seem to remember that being the solution to this problem

It's rail dust from the car's train ride across the country. Buy a clay bar kit and it'll take it all out.

Yea im just gonna take it to the dealer its already got a scratch over the front quater panel and another on the rear. im just gonna bring it in and have the dealer do it.
