Should I consider lowering my Lancer?

yes you throw out the rake and it will handle worse.

If you lower the front end more (which make it look even from the outside view) this actually makes the balance WORSE (high 60's or low 70's and the back would be whatever the rest would be).

Lowering the front of the car, or adding rake, does not change the static weight distribution of the vehicle. If you do the math, it ends up changing the weight distribution by a very, very small amount.
However, lowering the front WILL increase understeer, but for another reason.
You can lower the rear ride height as much as you want without changing the handling, proven on our race car. This is because the rear suspension is a 4 link and the roll center doesn't change much with changes in ride height.
However, the front can't be lowered too much or you change the distance between the roll center and center of gravity. This distance is what determines how the front/rear load is distributed to the tires in the middle of the turn. As you lower the front, the distance gets larger, and the front end has to take more of the car weight in the middle of the turn, making the tires at the front lose grip sooner.
Unfortunately for tuners, the factory set the stock car at about the right ride height, so lowering that front at all is detrimental. To get the car to handle right, you would actually have to raise the rear from stock to regain the balance of the stock vehicle.
Search 'roll center' and you will find many threads on the Evo side. Luckily Whiteline makes a roll center adjustment kit for Evos that I think may fit in the Lancer that will restore proper handling with a lowered front end. It costs a couple of hundred and is pretty much necessary on a lowered car. We make kits for race cars use only, but its for radically lowered cars and costs about $1k.
That said, a quality set of shocks is far more important to good handling than the springs.

however you have to cut the bump stops so there is a greater risk of wrecking the shocks, although I am not sure how much the risk increases

yah i suggest not to get the eibach the 1.8inch drop is a little too much and yes its soft b/c i have a 99 t/a and does it ever bottom out....from what i have heard works is good, the g.r.i.p ones r good but the front drop isn't enough looks like it still stock set i really want to put teins tech s but can we use those for our 08's and 09's?????
