Evo VIII / IX Front Shocks on Lancer - Worth it?

I'm looking to tighten up the handling on my 2003 Lancer ES without lowering the car, if that is possible. I already plan on getting the Progress Rear Sway Bar, and as far as I understand the front shocks / springs from the Evo 8 and 9 will fit on the Lancer, but the rear shocks will not. If I am wrong on this, please correct me. For anyone that has done this swap on the front, does it make the handling any better or stiffer? How much better or worse is it than something like a low end set of TEIN coilovers? Is it worth it if I can get a pair of front shocks for around $200?

Thanks for any advice.
