uhm aren't you missing a gear ("4 speed manual") the 03 lancer comes with 5 speeds
In 5th gear at 70 you should be around 3k rpm

Answer to your second question: Do you have any "check engine" lights on? If you do go get it scanned (by a garage or a friend that has a ecu scanner).
Something you could try is disconnect the battery for 10 minutes to reset your ecu (sometimes the ecu goes into "limp mode" wich would fit the description of your problem.
That is all that I could think of. And I may be wrong.

not trying to be a dick here, but it really annoying when people post questions like this, broad, uninformative, vague no real symptoms, and of course omit the part where your ECU is throwing error codes durrr...

"gee whiz, my car is going fast like it used to, could it be cause i changed motor oil brands?"

If you have an engine light something is ****ed up, look in the user manual, don't post here...common sense goes a long way...

dude all i'm saying is before you post, if you have a problem with the car, and the engine light is on, pull the code and then post, chances are some one here has had the code, and there is likely a common solution that someone has dealt with before...all i ask is help yourself a little bit, and others can better assist you. I don't care what kind of degree you have, if you want help you need to be sure you are providing all the information to the best of your knowledge. that said, how long has the light been on? there could be multiple codes.

Most? i highly doubt that, in fact most people on this site are not dicks, and very helpful, myself included, contrary to what you've chosen to believe, it is strongly encouraged to use the search function before posting a new thread, so if you had pulled the code, searched it and nothing came up, then you could make a new thread, giving the symptoms, as well as the code. That would be proper, and no one would hate on you for it...and down the road if some one had the same problem, a search of the symptoms/code would bring them to your thread, and if they were still not able to resolve it, they could revive the thread, and someone would be willing to help...

Ohhhh SNAP lol.

But seriously very few on here are dicks. Cranswick most definately is not one of them. What he stated was absolutely correct. If your cel is on then pull the code and research. Then when you post you can state the issue, the code you pulled, and then what you discovered and how this information relates to a vehicle you dont understand completely and how we can help you resolve the issue.
