MPG troubles
Take out your plugs post pics so we will know if you are running lean or rich. Check your vacum lines, PCV valve (why not), and MAS if everything is ok (cloged or broken). Exhaust leak test, finally if that does not help just get a SAFC2 and tune it so you gas mileage will be even better than 28mpg.
I know how you feel about having all the problems with your car but honestly a little change in the gas mileage is the least problem you can have.
Try to think of something that will benefit you and fix the problem. Why keep trying to find a problem why for the same money you can have someone fix it and make it better?
Get a piggyback and have some shop tune it for you, but only after checking all of the variables mentioned above.

Ok here is something that is weird.
I filled up today just to see with 37.9 miles since my last fillup. I put in 1.231 gallons of gas which averages out to 30.5 mpg. Anyone know why this may be.

Well, with such a small fill up, it is probably nor all that accurate. You can actually fit 14 gallons of refrigerated gasoline in a 13 gallon take because of expansion. So while I would love to say you're back to normal, you have to throw out any calculation that was done on less than 5 gallons of gas.
So yeah, I guess your car is a POS. Have you reset the ECU in the last year (unplug the battery for 10 min)? If not, try that and then drive like grandma for at least a half hour so the ECU learns a more gas saving map. Other than that, I don't know what's wrong.

how many miles to a tank do you get right now?
i'm getting about 400 miles to 11 gallons on average.
That's about 36 mpg.

I'd say to gap your spark plugs to .039 to .040.
What RPM's do you shift at?
Do you get on it hard or do you just drive like grandma?
I drive like grandma cause cops know my car and I can't do anything without being pulled over. (reason being, I used to date the chiefs daughter and he doesn't like me).
I'm shifting around 3-4000 and I cruise at 67 miles per hour on highway in fifth gear.

edit: Oh yeah, take any extra weight out of your car. Roughly 200 extra pounds = 1 less mpg.
if you sit in traffic a lot, try turning off the car anytime you're gonna sit more than 30 seconds. It may be a little harder on the car, but at least the car would already be warm and it takes less fuel to start a car than it does to sit in traffic.
if you're pulling up to a red light and you know its on a timer and its about to change, instead of pulling up and stopping dead, ease up to the intersection and try and time it so the car is moving still when it turns green. It saves fuel to get moving if you're already moving than to start from a stop.

The reason im so confused about this situation is that it did not start until I only put an aftermarket muffler on a flowmaster that my mileage went down even when returned to normal driving. I also put in diamond shamrock gas so im not sure if I got bad gas or what but by now it should be out of my system.

Are you using the same gas as always? And is it a good brand? Chevron, 76, Shell- are good. Safeway brand (seriously, if you don't have it, you're lucky) is bad.
Enough on the plugs already. Spend $10 on NGK copper plugs and install them. And only them. Platinum, iridium, split fire, etc are all gimmicks. I race on copper plugs.

friggin everywhere! Schucks/Kragen/whatever they call themselves near you, autozone, GI Joes. Just go to the guy with the computer and tell him you want the box of NGK copper plugs for your 2004 Mitsubishi lancer
Don't get discouraged if he says "you mean Dodge Lancer, right?" You'll have to educate him that Mitsu has been making a car named the lancer since the early 90's and they just brought it to the states a couple years ago. Then don't let him sell you the splitfires, iridium, platinum, etc. If it costs much more than $13 after taxes, ask them why
