First off, you're in the wrong section. This forum is for Lancers.
Second, there's no 115. The TSBs are numbered like this: either two or three digits, a hyphen, two digits, a hyphen, and then three digits.
Is see five different ones that start off with 115. They're all from Mitsubishi Tech Talk.

DOOR PANEL VIBRATION NOISE
PURPOSE
Some vehicles may experience a vibration or rattling noise at the front door panels when the audio system is operating. This bulletin contains repair information for eliminating vibration noise at the window control switches, door release handles, and grab handles. If the vibration noise seems to be speaker- related, refer to TSB-04-54-002REV for audio speaker troubleshooting procedures.
Some vibration noises may be eliminated by using the felt material provided in the BSR kit listed in the PARTS INFORMATION section of this bulletin.
AFFECTED VEHICLES
2002-on Lancer and Lancer Sportback
PROCEDURE
1. Verify the specific noise complaint with the customer. Note the audio setting at which the noise occurs (volume, bass, treble, fader, and balance control positions).
2. To determine the location of the noise, press a suspect area with your hand. The location is identified if the noise stops when you press it, and starts again when you release.
a. If the noise seems to come from the window control switch, door release handle, or grab handle areas, go to Step 3.
b. If the noise is speaker-related, refer to TSB-04-54-002REV for audio speaker troubleshooting procedures.
3. After determining the location of the noise, use the appropriate repair procedure below:
a. Vibration at window switch may be caused by:- Window switch bezel lock tabs contacting the door panel.
The door panel fabric may be improperly positioned under the panel trim. This condition allows the bezel lock tabs to contact the trim panel and causes the vibration noise.
Remove the window switch switch and bezel. Fold the door panel fabric neatly down around the trim opening.
Reinstall the bezel and window switch securely.
- Window switch bezel locator pin.
Remove the window switch and bezel from the door panel. Remove the switch from the bezel by removing two screws. Install a small piece of felt around the locator pin as shown
Then reinstall the window switch to the bezel, and reinstall the bezel to the door panel.
b. Vibration at the grab handle may be caused by the plastic tab under the grab handle.
Remove the grab handle. Install a small piece of felt under the plastic tab in the opening as shown. Reinstall the grab handle.
c. Door release handle trim vibrating against the door panel.
Remove the door release handle and trim from the door. Install a narrow piece of felt around all of the handle trim edges.
Reinstall the handle and trim securely.
4. Confirm the noise is eliminated by test driving the vehicle with the audio operating at various volume levels and bass/treble settings.

WINDSHIELD CREAKING NOISE WHILE DRIVING
PURPOSE
A creaking or rattling noise may be heard while driving, coming from the "A" pillar area, due to the windshield moulding clips vibrating against the glass. Eliminate the noise by installing a small piece of felt material on the side windshield moulding inner clips, as described in this bulletin.
AFFECTED VEHICLES
2002-05 Lancer
2003-05 Lancer Evolution
PROCEDURE
1. Test drive the vehicle to verify the noise is coming from the "A" pillar area.
2. Use a soft trim stick to remove the side windshield moulding from the cowl trim as shown.
Do not remove the cowl trim for this procedure.
3. Obtain adhesive-backed thin felt material from the BSR kit listed in the PARTS INFORMATION section of this bulletin.
Cut six felt pieces, approximately 70 mm X 5 mm.
4. Remove the liner from the back of the felt pieces. Affix the felt on the inner clips as shown.
Affix one felt piece to each of the three inner clips.
Repeat on the other side.
5. Be sure that the outer moulding clips (four on each side) are securely attached to the body retention stud as shown. If the clips are not properly attached, noise may result.
6. Reinstall the windshield side moulding.
7. Test drive to verify the noise is eliminated.

I have been told there is a TSB for the 03 lancer having trouble with the temperature knob being sticky or snapping. Does anyone more knowledgable (blacksheep) have any idea which TSB this is if it exists, and what it says? thank you for any help
