Loose steering column

A few days ago, I noticed something shifting abrubtly every now and then when turning. Today I finally figured out that the steering column is shifting from side to side about a half inch. It shifts in the opposite direction of the turn in long or hard turns, probably from the extra pressure on the wheel while turning. I crawled into the foot well and looked at the bolts, noticing that the loose part is at the first pair of 12mm bolts, which hold on a rataining washer. They seem as tight as can be, not moving with an open-ended wrench (the only thing that will fit in there), but the column still shifts right there the little bit the retaining washers allow, and I can not find any way to get to the top have of those bolts. Anyone else have this problem? I'm probably going to take it to the dealership tomorrow.
