Leak from hose/Need quick help!

Just in the past day or two, my 03 Lancer has been idling very rough, raising and dropping rpms, then stalling out. It happens at a stop and has even happened while driving. I need to fix it asap! I opened up the hood and check for anything unusual. I'm no mechanic so please bare with me.
In this picture, right where my pointer finger is. The hose has been cut and can be bent open. As it sits without me touching it, it's bent open and makes a pretty loud leaking sound. What is this hose? And would that be causing my stalling problems? Thanks! Here is the picture.

ok that goes to your fuel pressure regulator, big vacuum leak until u get it fixed plug it with a small bolt,the hose that is. when u pull that hose off you will see the nipple, put a small hose on that and plug it as well.
