Quick relay question!

Quick relay question!
While trying to figure out why my car won't start,, i swap horn relay with fuel pump relay 1 and pressed the horn and it worked, but when swapping fuel pump relay 2 with horn relay, the horn did not work. Is fuel pump relay 2 bad?
