2009 lancer es no fuel?

Have my wifes friend who has a 2009 es lancer 2.0 non turbo call me and say her fuel pump wasn't working.
cranks no start condition, says she moved it the night before. Goes out to work and it wont run.
I pulled the pump and tested it and it checked out ok. The filter on it was nasty so we changed it.
Now the 5 pin plug the bottom two im noticing are not getting power. :fuelpump pins"

So I ended up getting a book and the non turbo fuel relays are in the passenger compartment correct>?
well from what i see online and from what i see on the car there is no " fuel relays" on the left side of the panel??? WHY?

also I pulled up the wiring diagrams which i will post later, and found that wire 1 goes to the ECU and has the fuel relay inside the ECU??? Does this mean her ecu is dead?
also says on top fuse 23. i CHECKED PULLED CHANGED fuses 23 on the inside and the outside. all 15 amps and it did nothing. cranks no start

im totally stumped. been looking online looking in the book swapping things, im totally floored with where to go or what to do.
Trying to save them a buck or so from the stealership

would love someone who has had this issue to maybe help or point me in the right direction..

Here is the schematic. Don't forget to check the MFI relay. It looks like the fuel pump relay is built into the ETACS ECU, silly. Just make sure all your inputs and outputs from the ETACS are good and check continuity and load test all wiring before replacing the ECU.

Ok thank you. I will have to go back over there and try to figure it out again.
it just didn't make sense from the chilrons book to what I was seeing.
I got that it was in the ecu too.
Guess I'll test for spark and other things while I'm there too. Doesn't help I keep forgetting my code reader.

From the diagram the fuel pump relay is under the hood.
Swap with a same part number (the horn, perhaps?) and see if that fixes it.


Relays on the lancer are sketchy (poor design) and do fail.
