Bottom radiator hose deflated

Lancer oz rally 2005 Does anyone know why my bottom radiator hose is deflated. When i open the cap it almost goes back to mormal. I just did an engine swap from 03 to 05

Is is the factory hose? It may have just collapsed and it's unable to sustain pressure. I'd say replace it if you haven't already.
