Hi Guys, hopefully you can help answer this for me.

I recently replaced the engine in my Federal 2008 GTS lancer (originally purchased in AZ). The new engine was installed with the manifold for an EGR even though my vehicle didn't come with one (Shop had a non answer response for why they installed the new manifold instead of the original which they gave back to me. I'm guessing they are idiots and didn't check under the hood first... or worse negligent. They just bolted a plate over the valve hole.)

Issue now is that when getting a smog check I was failed for a tamper...The smog check attendant showed me a reference book stating that even a federal 2008 lancer is now required to have an EGR? Is this true?

I have passed multiple smog checks over the years here in CA and now am being told I need to go to a referee for an evaluation (soonest appointment is 2 weeks away). Im hoping you guys can tell me if that is a waste of time and I should just buy the EGR and install myself?
