Low voltage on fuel injector

Low voltage on fuel injector
2014 Lancer, now cranks but no start. Fuel injector is not working, voltage test on the wire to injector result:
1. Key Off: 0v
2. Key On: 10v
3. Cranking: 10v.
Is this 10v normal? Where shall I look at? I can hear muffler pops twice. Thanks.

Check battery first
If you hear multiple clicks on the fuse box when starting then your battery needs to be recharged or replaced. Check DTC's / fault to see if there's anything wrong..
