Knocking when foot is off clutch

I have this wonderful slightly noticeable knocking that conveniently happens when say I'm sitting at a fast food restaurant and I take my foot off the clutch, I put the clutch in it stops. Hmmm, don't have a clue. I noticed it mainly when I was outside of my car while it was running but then I found out when I was next to a brick building and I pushed the clutch in it stopped.

ALSO I have a nifty little thing that just popped up. My seat belt light is on the fritz. I know it's not really a big deal but I find it strange that when I'm not wearing my seat belt the light either blinks as I'm driving down the road or it's not on at all (which is SHOULD be since I'm not wearing it) (DOn't get me wrong I wear it all the time, I tested it one day though when I noticed it blinking) Any ideas? (If it was just a fuse wouldn't all the lights in the dash be doing the same?)

The way you describe the seatbelt light seems normal, to me. If your belt is off, the light should blink intermitantly to 'remind' you that it should be on.

Be thankful that the console doesn't chime every few seconds with your belts off, too (DAMN YOU FORD!!)

As for the clutch...

ok.. even though I'm an Evo owner, the noise your hearing is likely the throwout bearing.. as it wears, it begins to rattle and make noise a bit more.. next time your in neutral and you hear it.. rest your foot on the clutch pedal slightly, the noise will probably not be as loud or go away.

and the light on your seatbelt.. thats a bit harder to explain, but some cars have "weight" operated switches that is used for two reasons, to tell if someone is sitting in the seat, and whether or not to trigger the airbag.. Its likely hooked into the same setup as the seatbelt light.. Another thing to check is some cars (I'm don't know on the lancer for certain) have a microswitch in the latch, it could be the microswitch is getting worn so as it bounces around its making contact.. try shaking the latch and see if you notice your light flash on and off..
