to clarify some terms here. Unless a car appears on the Federal sheets it can't be imported and licenced for street use.

a good primer appears here:
http://www.nhtsa.dot.gov/cars/rules/import/

there are some companies, who import cars, and resell them with "kitcar" status, but these cars are still not federally legal.

if a car is not on the Vehicle eligibility list <link> it cannot legally be imported into the US for road use.

even if a car appears on the list as approved, the car still must be modified by a registered importer to meet the US standards that apply to the car.

All that being said, there are no Mitsubishi Lancer Evo (I, II, or III) on the list so "No, they can't be legally imported for road use"

I saw an Evo III when I went to pick up my car from HB Mitsu. It was RHD, and the guy was going in for an oil change. There is a way, just costs money. As of right now, my buddy is getting his EK CTR legalized.

what was the VIN on the car? If it had a kitcar VIN then it's not technically "legal".

There are ways to do it legally, but you need to submit a request for to get the car added to the list linked above, and the approval process can take months to years. You also have to be able to prove (with the appropriate paperwork) that the car you're applying for a waiver for meets all US standards (glass, crash, and emissions just to name a few).

NO, the major port down here like Miami or west palm,ft Lauderdale are strict as **** you just have to follow everything to the tee and make sure you have a very good customs broker when bringing cars in. customs is pretty shady them selves, i know a few people that customs illegally seized there cargo. they do that cause alot of people get intimidated by custom and just fold. So they do nothing then US customs auction the **** off after x mount of time and Bingo revenue for that port

I guess florida would be the best choice as port of entry if you're serious about importing a car. I've noticed quite a few JDM RHD cars here in Vegas as well. But again, it still comes down to patience, perserverance and lots of money. Would it be worth it? All depends.
