not many cars out there in the 9k range, maybe a kia or a daewoo! but if you are willing to take on a loan or financing through a dealership there is the lancer, mazda speed protege, neon, corolla, matrix, protege 5, nissan sentra, that new subaru I think is around 17... Im sure there are more

Each has its ups and downs... do some research or wait on more replies!

For $9000? Get a used Honda, Nissan, or Toyota.

if not, you could always take that 9 grand and put it as a down on something brand new.

you can always look on ebay, or any other car search engine.....i have seen lancers everywhere for only 10K. I know there was an OZ at Bell in NJ 2months ago for only 11K! And the ES trade in value is only 7800 (tried to trade it in for a 2000M3 on the lot, didn't work out too well lol), but you can definately find a lancer in that price range with some haggling, and without a doubt you could find a civic, corrolla, or sentra for that price. good luck man, and if you have an insurance case, hope you win.
