Car won't start 3G Eclipse 16G Evo Setup

Hey guys I have a 2003 Mitsubishi Eclipse and I just installed a stock EVO 8 setup on it.

Mod are as follows

Megan o2 housing
9.8 Mitsu 16G w/stock WGA with 10.5 Hotside
2x Manifold Gaskets (Still need one)
4x Stock 560cc Evo Injectors
Evo Fuel Rail
Evo FPR
INJEN IC Piping
EVO 8 FMIC
Magnaflow CBE
Oil sandwich adapter w/ lines
10.5 Hotside
Megan Manifold
Innovate Boost Gauge
Innovate Oil Pressure Gauge
Innovate Wideband
Evo 9 Metal BOV w/ recirc
Injen Intake w/ maf adapter and cone filter
EVO 8 Resistor Pack
Tomei EVO Downpipe
Competition Clutch 6 Puck clutch

This is how I have my injector resistor pack wired-



I'm using the 94170008 ROM (stock) I downloaded it off the page with all the evo roms. Here are some roms when I tried to start it and nothing. A few times she almost started but it wont completely start. I can hear the walboro whirring so its running. Any suggestions?

I removed the spark plugs, they're dry. They jump current from spark plugs to metal. I removed the feed on top of the fuel pump and turned the key and it shot out gas. I checked the (red) wire on the injectors and they were all reading 12-12.2v. I tried listening to the injectors with a stethoscope to listen for the clicking sound of the solenoid and didn't hear anything. Is there a fuse or what? Any ideas?

Did you rescale the MAF for the 3g maf? Did you disable the immobilizer?

Immobilizer is set to FFFF and I haven't touched the MAF scalings. Figured it should at least start without touching it.

You disable it in Periphery bits... FAA bit 3 , change to a zero

The fuel pump wasn't seated right. I have another problem now. I did a boost leak test and i'm getting up to 25 psi but I'm leaking really badly at the TB and the adjustment screw above it. I have replaced the heater adjustment one and it started leaking again. Am I blowing them because I'm doing a boost leak test with the TB closed?
