Opinion ~ Your Definition of a "Ricer"
A Ricer is someone in the DC area who has a CF lip and is always too busy making ICE CREAM to go race. Yes, I said ICE CREAM!!
A Ricer is also someone who thinks he's an anime character and drives around blinding people with his bling, but his wife drives his own Evo more aggressively than he does. RICE!!!

It's not ICE CREAM.. it's custard. And, yes, I agree making frozen deserts instead of whp is rice.. albeit frozen rice.
Speaking of rice cream, Rice is a guy who lives in CO, and has more mods than he can remember or knows what they really do or whether or not they even benefit him.

OK I might get burned for this but I think the true meaning of "Rice" is this:
If someone puts a aftermarket part that IS NOT OEM is a Ricer. It doesnt matter if it's a 10 foot Wing or a 1 MM Wing, doesnt matter if it's SSR Rims or Pepboys Hubcap spinners.
If you are putting non OEM parts on your car, then you are a Rice boy/girl.
Now how much you put of course is the key thing to getting clowned on or praised for however since we are asking of the definition, A Ricer is someone who puts a part on the car that he/she owns which is not OEM.

This question can never really be answered as rice is a matter of opinion. It's like common sense, some people have it and some dont. Rice is like that in that some people have good taste and others dont. I think the term "ricer" is used way too much on here. If someone has all kinds of lame *** stickers and underbody neons then yes, you should blow the rice whistle, but I see people getting flamed on here all the time for things that are only somewhat ricey like a vta bov or something like that. So like I said, it's all a matter of opinion.
