I hope some of your colleaque know that non oem parts CAN BE NOT ILLEGAL...
as well...this is growing market for auto enthusiast where people change parts whether for pwr or bling purposes without violating the law and if a law enforcer will give me repair order just bec. it is not factory install or parts without clear explanation but saying "Its not factory parts, here's repair order" and when i ask how much it will cost me, Arrogantly say "Idont know and Idont care" .

I know its probable cause to stop mototrist for big muffler but please objectify
before writing ticket an after market muffler for instance will not constitute repair
order, unless risking safety.

This is why i ask state legal noise level as this is only reason i could think why i got pull over years ago. and yes i pass inspection further strenghenig my thought that i can have after market muffler.

You're right about MOST cops don't care about mufflers and it is probable cause for investigation (No doubt there). As for the Baltimore County Police I know for a fact because alot of my friends work that post, that they have better things to do then mess with the people at the Golden Ring Shopping center concidering they are in the south-side of white marsh which is a busy post!. I would like to meet up and talk to you more, are you going to the AMS open house?

WHITEEVO9 I know I have way to much too lose, I used go up there and hang out. its the ricers that I don't like because they ruin it for everybody else, I go to the lot with the older guys with the older muscle cars because the cops don't mind them,

You are wrong. Aftermarket parts can be illegal. Dont misconstrue the law to fit your purposes. People tend to read the law the way the want to read it, and not for what it means.

-No decibal limit refers to no "exact" decibal limit meaning there is no limit in the form of a number, but the traffic law book also states that anything unusual, distracting, disturbing or unreasonable is illegal. This law also remains so that commercial trucks dont have to adhere to sound limits.

-it is not illegal to change mufflers as long as it follows the rule above.

This basically means that if I as an officer deem your muffler to be any of those things above, I can issue you a SERO order to get it inspected. If it is deemed legal, then it will be signed off. However, you make it out as a threat to officers, like "dont SERO me or else". I assure you no officer will ever be in trouble whatsoever for issuing a repair order. I can pretty much issue one for anything. It is basically a discretion issue, anything I deem unusual, I can issue a repair order for.

As ive stated before, I dont issue SERO orders for these sort of things. I think the laws are a waste of time for the most part. I only issue them for safety issues, such as an exhaust scraping on the ground because the hangers have rusted off and the next bump may send the exhaust flying behind the car down the street at 60mph.
There are some officers who will issue repair orders for these every time though, and there is nothing you can do about it. Im sure you know full well that when you choose to modify your vehicle for speed, you take the chance on being pulled over. Grow up and deal with it, you aren't innocent, we all know you street race or at least speed and we aren't dumb.
I try not to issue these because I own a car like this and I think the laws are ridiculous, but others dont. Living with repair orders is a fact of life and it will never change. When you are pulled over, I suggest you simply keep quiet and dont try to argue. If you do that, you stand more of a chance of not recieveing one, I know when I pull a person over and they argue with me, they WILL get a ticket of some sort.

by the way, a big or shiny muffler is NOT probable cause, but a disturbing, unusual or unreasonable (as far as sound) is because it violates the law. I cannot pull you over simply because your muffler is angled or shiny. I can only pull you over for violations of the law, however small they are.
