I don't know of any rallying in MN other than the SCCA Pro Rally in Bemidji. If you want to find out more about local rallying, I would go and talk with Scott Putnam at Morries Subaru in Minnetonka, website www.subaru.net He's a nut about Subarus and rallying, and he's pretty nice guy too.
