When you paint... these steps should be followed for it to be "right"
1. Remove bumper.
2. Paint bumper, then HAND wet sand after its dry.
3. Paint second coat, Hand wet sand again.
4. Clear coat, and wet sand (I think someone correct me if I'm wrong here)
5. Hand polish three stages.
6. Place bumper back on car.
Otherwise you will spot orange peel a mile away by someone with cataracts. And than your Evo looks like a ****box Civic.

$400 sounds good to me. I wouldn't pay more then that, just make sure they match your paint correctly.
OP, what color is your car? Call around your area & get a couple more quotes, I am willing to bet they are all in the same price range.

I've had paint work done by Trade Secret on two cars and it's come back flawless both times; one of them was a 3-stage pearl which is very difficult for most shops to get correct. On the WRX with 3-stage pearl white paint my total bill was $900 which included a brand new Subaru front bumper, fender & hood work, and paint.
