Thumbs down PA inspection now checks for "tampering"?!

I got my registration renewal today. There's a card in it that says this:

Dear Motorist,

Pennsylvania's vehicle safety inspection program has been enhanced to include a Visual Anti-Tampering Check for most passenger vehicles and light trucks registered in <list of 42 counties>...

A Visual Anti-Tampering Check is a visual inspection for the presence of emission control components that were originally equipped on your vehicle by the manufacturer. A certified inspection mechanic will specifically look for the presence of the following emission control devices: catalytic converter, exhaust gas recirculation (EGR) valve, positive crankcase ventilation (PCV) valve, fuel inlet restrictor, air pump and evaporative control system components such as vapor canisters and lines. The certified inspection mechanic will also determine if these devices are properly connected and if they are the correct type for the vehicle being inspected.
That's kinda ****ed up if you ask me. All that's going to do is force people to temporarily return their cars to stock condition for inspection, making it nothing more than a pain in the ***.

Well, the good news is you don't gain much by removing most of that stuff, so there's no point in tampering with it. I don't think you'd get much crap about an exhaust system as long as it has a catalytic converter.. But who knows.. I do personally have a problem with people who remove the cat just to gain a few horsepower when you can make nearly the same gains with an aftermarket Cat..

has anyone actually had difficulty due to it yet? (who is running a Cat) I can imagine anyone getting a earful if they removed the Cat..

Very well said! Why pollute the air 100% of the time when you drive just to have the extra 3hp 1% of the time you drive. Be a man, if the 3hp is that important to you, get an aftermarket super flowing cat. Don't make it worse for my kids and for people that have breathing problems at the current pollution levels.

$10k Fine in CA can be slapped to you by the California State Smog Referee if you are tested without a cat...

Heads up. It happened to me.

Move to FL, or get car registered here. We dont have emissions or inspections. Prob turn into 80s Cali where they had crazy smog alerts and stuff.

I live in PA as well, and rumor has started once again that they will actually be testing cars for tailpipe emissions, but only if you car is 1997 or above. This seems so stupid to me as I sit in traffic and watch a 1984 F150 blow blue smoke out the back end, and my car has multiple sensors on it for emissions. My opinion is they should get these old smog machines off the road and air quality would improve rather than putting three catalytic converters on new cars as they have done with the WRX. Does anyone know if it is legal to put a downpipe and catback on the car if you leave the stock cat in place?

Are there private inspection stations in PA? I know we have them here in NJ, which gives you some leeway to get by with mods.

You used to be able to get around inspections here in VA, but they've cracked down on it so much now it's nuts. If you get pulled or written up for something that's not to code, they will go back to the place that inspected you and fine the hell out of them and pull the individuals inspections license. All of the inspection stickers are tracked to which shop gave them out.

As stated above, just stay up to code, reasoning not to is pretty silly.
