late night fun drive in north nj
There is a really crazy road through the Deleware Water Gap near Layton (by the Dingman's Ferry Bridge going to into PA). I think its a National Park Service Road that is mainly used by hunters (I was there in November/December) that has got some nice twisties, but there are a lot of potholes in parts, so beware.
Basically, you want to concentrate on hilly, less populated places -Sussex County, Orange County, NY and the nearby areas in PA are great.

roads up around greenwood lake area are very nice....real smooth, twisties, no curbs, hardly any cops (nowhere for them to hide, or park). There's this one road that wraps around a reservior, just north of ringwood, not sure what it's called though, i'll try and find out.

I think you are either talking about county road 511 or lake shore road.east shore road. its County Road 511 starts as skyline drive (changing names to Warwick Tpke) and goes past wanaque resorvoir, greenwood lake and upper greenwood lake. East Shore and Lake Shore Roads go around Greenwood Lake (the lake itself).
I still prefer 17A...as its really moutanous and much of it is too too tight for cops to hide out.

north NJ is filled with tons of cool roads. I live in Newton...so if you take 80 west for a while to 206 north for 10 miles...very "county-like" with many windy and hilly roads leading out towards the delaware.
Like someone else suggested...take Rt 23 north...and ALL THE WAY north. You will eventually start climbing up slopes to NJ's highest point...High Point...1803ft. You will then overlook NY, NJ, and PA all at once...so many roads around there to have fun on. I road cycle a lot and love the fact that there aren't too many cars...its really fun to just go out and cruise without being congested
good luck...you will also pass Vernon NJ (like revhappy mentioned) on RT 23...very hilly and windy roads there as well!

And I've seen them stop other people and sit in tpk N, just after exit 9 on one of the plains on the side, close to the bushes...
