I have seen them on both ebay and the evo forums. you just have to watch. I got mine off autotrader and about stole it from the guy. check that as well. as you stated, they are out there, you just have to wait. took me 3 months to find the yellow one I have now.

If you speak with Steve @ Mountain Mits and tell him NW Evolutions sent you I promise you he will work with you to get what you want. Steve is the owner of the dealership. Very personalbe and willing to work with ppl we've refered.
Give it a try and see what happens. What have you got to lose? Besides if you don't try you'll never find out that it was possible.

This isn't hating, but to an owner (and most buyers) mods DO appreciate the value of the car (not just Evos), not by as much as was spent on the mods but most of the fairly modded Evos go for around 26k unless the person is desperate to sell. And 18k isn't that many miles to have on an '03 by now... on average people will do ~10k miles a year and it's been 2 years. There are the people with '03s that haven't seen a drop of rain or snow and have like 5000 miles on them, but those people would never sell their car.
And you also have to realize a lot of other things change the value of cars... location, who's selling it, etc etc... (i.e. A 40k convertible in So Cal sells for almost 10k less here in Utah, because people don't want a rwd roadster for when it rains and snows)
Good luck, I've had a friend here looking for a cheap TB for a very long time.
Oh yeah, and I think someone said it already, but right now the Evo is the number one resale value non-luxury sedan... or was last time I checked.
