To each person their own... not everyone is going to like the style but meh whatever. If you like it dude then so be it, it is your car. Personally not a fan of the underglow but like I said.
However, it is illegal, usually cops won't have a problem with it if you are in a parking lot stationary. But in motion it is a no no, I asked a buddy about it once and he said it presents a distraction to other drivers.

Well when i was stationed in Texas it was legal.... most of the time if a cop didn't like it he would just ask you to turn it off.... that was it really.... where i can find these laws at?
I'm fairly certain they changed the law to ban all underglow-style lighting here in WA. If anything though you would be limited to amber or green lighting. All other colors are banned for auxiliary lighting.
I think the responses in this thread fall into the Japanese proverb category of "the nail that sticks up will get hammered". Personally I like it when somebody does what they want to their own car. Even better when it is something original. Underglow can look sweet when done correctly. Most of the time it looks rice, but I have seen a couple cars where it completed the overall look of the car. Why would we flame somebody for underglow, but not for paying 600 bucks for an ARC sparkplug cover (which are the ****, but too baller for me)?
I am not sure about the specifics of the laws in WA about underglow, but typically you are limited to using it in parking lots. Roads are a no-go. You might be able to get away with it if your underglow is white or amber and not flashing or pulsating.
Happy digging my friend.

Is it illegal to have "neon lights"? The answer is NO.
Is it illegal to have "neon lights" while driving? The answer is YES.
You'll want to brush up on the Washington Administrative Code (WAC 204-21-230).
Here is the reference: http://www.wsp.wa.gov/traveler/passequip.htm
"Other After-Market Lighting Devices
Neon Lights - After market neon lighting devices may not be used on motor vehicles while they are in motion on public roads. WAC 204-21-230
Signs / Message boards - May not be lighted, or electronically powered on any motor vehicle while on the public right-of-way. (Some exemptions apply - see WAC for more details) WAC 204-21-230"
Just keep in mind our state patrol officers are not the most "lenient" police officiers and will find a way to pull you over.
And although they might not give you an infraction for a specific cause, they can certainly "profile" you and pull you over to ticket you for other violations (no front license plate, dark window tinting, etc)
So in layman's terms, even if it's legal to have neon lights turn on while parked, don't be surprised if an officer comes over and harasses you for a "no front license plate" violation.
Cheers,
