Need some local diagnostic/repair help

So my car has two issues that have been bothering me. One has been getting worse and I haven't been able to find the source.

First is a whining pulley on the serpentine belt. I know its either a pulley or alternator/PS/something driven by the assembly as I've pulled off the belt and the whining stopped. I have no idea how to isolate which one it is and even less ability to replace said pulley.

Second is the one that is getting worse. I have a slight grinding/scraping noise coming from the right side of my car. Only occur > 5 mph or so and happens when braking, clutch in, clutch out or any combination of actions. Seems speed related but never really gets noticeably louder or quieter but stops at very low mph. I have 0 idea what it could be. Inspected brakes and CV joints. No leaks on CV joints and brakes appear to be just fine.

Looking for someone local that can give me a hand and see what this may be. I'd be happy to pay you if needed to replace/repair also. Parts + some cash on the side of course.

How many miles on the car? Does the pulley always whine or just when its cold?

Not sure about the second problem. I'd guess a bearing.

Car has 38kish miles. Pulley whine occurs all the time. Increases volume with rpm.

sure its the accessory belt and not the timing belt?

When I pulled the belt off the noise stopped. I ran it for a few seconds just to verify and the noise was gone and he car sounded fine. Thats why I figured it was one of the pulleys. Thats about as much troubleshooting as I was capable of though .

Sadly I'm the third owner of the car. I'm not sure how warranties pass hands either but my warranty from the dealer I bought the car was 2 months over a year ago.

Mine is doing the same thing with the belt noise. I used the stethoscope here in our shop to pinpoint the tensioner pulley, theres 2, so Im going to replace both and be done with it. I'd suggest you do the same

As for the noise you;re hearing, get that wheel off the ground and grab the top and bottom of the tire and try to push/pull in/out on the top and bottom. If it moves, wheel bearing. Do the same thing except on the front/rear of the tire, push/pull to check for tie-rod play. Then pull that wheel off, check the rotor backing plate for clearance to the rotor.
