Not quite sure what you mean by necked down at the cat. It does come with the adapter after the cat to mount the rest of the of the exhaust with the v-band clamps. The cat adapter isn't tamper down if that is what you are asking. Hope this help.

I got this one from evodave, and from the cat including the adapter, its 3in all the way back. No tapering.
