Is this full 3" or does it taper to 2.75 at certain points?

It does taper to be honest but you can get Road Race Engineering in Santa Fe Springs, CA to make it a full 3" for only $80. You can find more info here. As for shipping, I'll make it a flat rate $40 and anymore, I'll cover the rest.
