How to Stop Random Bashing
Even if it is a new forum on this main page, it is still a great idea. People can come in and put positive or negative feedback against the certain vendor. That way if someone has never ordered from vendor X, they can go into their forum and read if they have good custormer service, prompt shipping, great pricing, anything else.
I agree it needs to be moderated so it doesnt turn into a flame bashing forum, but it would be very beneficial if done right and I think everyone can abide by that section's rules

We use to have a Vendor Review Forum way back before it was replaced with the Trader Rating system in place now. It served the same function as you described. I certainly wouldn't oppose bringing such a forum back. Although it did tend to attract members whos sole purpose is to bash that particular vendor. I can already imagine the moderating task that will be at hand.

While I agree that it would be easy to turn into a flame fest, I think it would be easy to just delete threads that are obviously dedicated to bashing and preserve the threads that are well described, mature, and informative.
Whatever happens, we really need a way to keep the rest of the forums clean. People will always want a place or a time to voice their negative experiences because it is right for us to protect each other. But quite simply, it obviously isn't tolerated in the regular forums.
I don't think that responses by fanboys, groupies, and brand loyal customers to a given vendor/tuner in question should be allowed. That is what will cause a flaming thread of virtual mental violence. Only a story, and experience, and then if needed, a reponse from the vendor/tuner. This should keep the experiences isolated and unique and easily manageable.
i totally agree with the concept evotexas is suggesting. it will give a place here in the forums for users and customers of the various vendors to lay their experiences out on the table. if a vendor so chooses to post an explanation or remedy to the problem they can, plus other potential customers can witness how various vendors take care of their customers and handle their problems.

It'd be great to get the modding feedback (whether it be pimping or bashing) away from the meaningful info about the car.
dumbest idea ever. Depending on everyone to handle a forum in a mature fashion is like expecting people to stop downloading mp3s. It won't ever happen. This will only breed more anger and discontent and cause more problems then it is worth. Personal grievances against vendors will always be handled by the good vendors and the bad vendors will go out of business because of their LACK of handling these problems. Its natural selection in the world of business.
I like the idea. I have found especially difficult to decide between a couple of vendors myself and hearing from those who've experienced the services of each would be very benificial. The closest tuner shops are over 4 hours from me so I would rather have some knowledge of what to expect instead of walking in blindly to a bad shop. Hearing from those who have experienced good and bad with an answer from the Vendor/Tuner themselves could provide the insight I and others seek before dropping our hard-earned cash.
Pick new mods for these forums. Explicit instructions to them stating that they are not there to agree or disagree with the post but to make sure the post is to the point without too much butter. (i.e. "these guys screwed me yadda yadda yadda)
A good set of rules along the lines of "only post pertinent information and a brief opinion of the situation", and do not allow any bashing. Do not allow people to "air dirty laundry" on the forums and it wouldn't be hard to work.

I've seen feedback forums work, though I'll say the companies involved (and their respective clients/friends) did not have nearly the animosity that the Evo community has.
I ride a motorcycle a lot, and the motorcycle forums do not have NEAR the animosity that this Evo forum does, and they are all on different makes and models! But I degress, I think that the idea of a feedback forum is great, it would keep the little arguing kids out of the useful area's. Go for it.
