Gurus get nominated by the populace, then approved by admin. Mods build a reputation over time of being helpful while being fair then expressing the desire to be a mod. Supermods likely have been around a while and risen up the mod ranks, while admin probably have a financial stake in the business of EvoM as an actual employee.
