Annoying Ads - Browsing on iPad Mini

It's been going on for a few days, but whenever I'm browsing the forum on my iPad Mini w/ Retina (iOS 7.1.1), there is this "Visit BC, Canada" ad that keeps popping up without even being clicked on. This is happening on both Google Chrome as well as the built in Safari. Once the ad pops up, it renders the page useless, meaning that I can't click on ANY of the links to get anywhere, the only way to get out of it was reload the page, then the ad pops back on again....
For the record, I've cleared all the cookies/cache/browsing data multiple times on both browsers with no luck of fixing it, and my iPad has not been jailbroken ever. The pop up blocker is on for both Chrome and Safari. It doesn't happen with any other ads, ONLY with the aforementioned one.
As much as I want to visit Canada, this ad pop up is getting really annoying...

Yes, the ad pops up even when I'm logged in. I've also tried to log out and log back in again, still the same issue.
Do you just need a screen shot of the ad itself? What do you mean by the "click through URL"? Do you mean the site where the ad is linking to?

It appears the problem has been resolved for whatever reason. The specific ad mentioned is no longer showing up when I'm browsing with my iPad Mini {thumb up}
I will report back again if it happens again.

sometimes those have a transparent overlay that doesn't resize correctly, meaning it's actually a full screen window but it's transparent and you only see the smaller part. Next time, try zooming out with a pinch, and look for an "X" in the upper right corner.
