I'm planning to bring down my evo to Atlanta. It's modded w/ hiflo cat TBe and coilovers.

What state inspection points should I be aware of and are the mods of concern?

Your in luck sir... Ga doesn't have a state inspection. I know this bc my brother is stationed in Ft. Stewart Ga. Happy Modding!

The state of GA has emissions testing. But with your mods you should be fine, as long as your car isnt throwing any codes. Some places will do a physical check for a cat but other than that they wont go any further.
