I think everyone is missing the point here. It doesn't matter what the absolute numbers are. What matters--when you use a dyno--is what improvement you get over the baseline (i.e., stock) figures. If Vishnu's figures are accurate (they state that they have their own dyno) then the results are very impressive.
I spent $15,000 to raise the horsepower in my Porsche 550 replica from 150 to 300 hp (by turbo'ing it). $750 is cheap for 100 horsepower, if it's true......and I have no reason to doubt them.

I know I'm coming into this thread late, but I'm new to the forums (and the Evo -- owned an IX for 1 week). I had a couple comments.
$750 is in line with many after-market ECUs. Yes, it's just a reflash, but the most popular aftermarket ECU for my old 300ZX TT (Jim Wolf Technologies) was exactly $750 for an exchange. And it had to be an exchange since old units like that are not reflashable in-circuit. So either you're paying to have a tech resolder your unit and sell it to someone else, or you're paying to have a tech reflash your unit. Same difference.
But that's not what you're really paying for. What you're really paying for is R&D to get the program right (you hope!).
As far as them publishing dyno results, this page has tye dyno for the flash-and-boost-valve-only mod (the $750 one), and yes, it compares it to stock on the same dyno. I would advise strongly against buying mods from anyone that won't at least verbally quote you data like that.
I myself just ordered the v380 package. I'll let you know how it flies once it's installed.

Just got the flash from Vishnu installed on my Evo 9. I am quite impressed. Before I proceed: a disclaimer. No dyno results or any of that, this is from feel only. The "*** dyno" if you will.
Although I don't feel a ton of gain at the top end, there is definitely a noticeable amount there. But! Where the real magic happens is at low revs. The throttle is way more responsive and the turbo spools up incredibly fast, almost to the point of feeling like an N/A. A low-rev launch from a rolling start is night and day from the stock ECU. I have not had a chance to try it on a track yet, but I imagine this would translate to much more effective exits from corners as well.
It's hard to criticize a mod like this...it's definitely way more than I got out of an ECU and nothing else on my old 300Z TT (which as I mentioned above was the same price, almost 10 years ago). If I had to pick something I would say that it makes the throttle so touchy that if you don't floor it on a launch, you can get into this zone where you get this "jumpy" feeling to the acceleration from (guessing here) the waste gate fluttering open and closed due to minute throttle modulations. I find this issue hard to reproduce but it does happen. I suppose it has to do with the exact throttle position/gear/speed/etc.
Overall very impressed with this mod and I highly recommend it.
EDIT: Another note: when I say "ECU and nothing else" that is not entirely accurate. There is a small plastic piece to install on the boost solenoid line that I gather has a lot to do with increasing turbo response at low revs. The ECU for the Z Twin Turbo I mention above had a similar part (well 2 of them -- 1 for each turbo) as well.

ummm I don't understand why everyone is getting so wound up, these people are in SALES they are trying to sell a product...so hence v400...it makes novices feel good about their purchase, no knock to shiv he has done great work for all things evo, let us not forget (he was the first prominent figure of the evo community to be in major publications praising evoness, remember?) What I'm trying to say is can't we all just get along?
