did you read the last sport compact? Shiv dyon was about 50 whp less than all dyno jets with that truck. some dyno jets are different I am sure.

Maybe newer Evos for 04 have worked out some of the knock issues on 91 oct and have been Flashed a lil more aggresively. I believe Shiv's and Lamptron's newer Evos dynoed 10-20 hp higher than the earlier or 03 Evos. Also I believe the pinging that the Sti was experiencing after its release called for a reflash that probably was less aggresive than the mags preproduction Stis.

I've never seen a stock EVO dyno more than a stock STi. Stock STis have always put more to the wheels than stock EVOs. The difference has always been 15-25whp which is what one would expect given their factory bhp ratings (271 vs. 300). If you see otherwise, something is amiss with either testing procedures or car set-up. For instance, did the STis get a fan placed on their TMICs as well as in front of their radiators?

No, there was just one single fan. Could that explain it?

If that were the case, however, would that mean that every single regular WRX tested low as well?
